Bid & Tender Specialist – Rolling Stock
Job Description:
Job Purpose
To support the growth of On Track Group Ltd by identifying, managing, and delivering high-quality bids and tenders within the rolling stock and wider rail services sector. The role focuses on securing contracts across maintenance, refurbishment, engineering support, and rail operations.
Compensation & Incentives

- Earn 1–3% of net profit for each successfully awarded bid/tender you have led or significantly contributed to
- Bonus paid upon contract award and/or key milestone achievements
Key Responsibilities
1. Opportunity Identification & Pipeline Management
- Monitor UK rail procurement platforms (e.g., Find a Tender Service, Network Rail, ROSCOs).
- Identify opportunities in rolling stock maintenance, overhaul, upgrades, and support services.
- Assess opportunities for strategic fit with On Track Group Ltd capabilities.
2. Bid & Tender Coordination
- Manage the full bid lifecycle: EOI, PQQ/SSQ, ITT, and final submission.
- Develop bid plans, timelines, and responsibility matrices.
- Coordinate input from engineering, operations, HSQE, finance, and supply chain teams.
3. Proposal Writing
- Produce clear, compelling, and compliant tender responses.
- Translate technical rail and rolling stock concepts into client-focused value propositions.
- Align submissions with evaluation criteria and scoring methodologies.
4. Technical & Commercial Support
- Collaborate with engineering teams on rolling stock scope (e.g., bogies, traction systems, interiors, maintenance regimes).
- Support pricing models, cost build-ups, and commercial submissions.
- Ensure bids reflect operational capability, safety standards, and delivery assurance.
5. Compliance & Governance
- Ensure all submissions comply with client requirements and UK rail industry standards.
- Maintain document control, formatting, and version management.
- Support adherence to internal governance and approval processes.
6. Stakeholder & Client Engagement
- Liaise with internal teams and external partners, including suppliers and subcontractors.
- Support client clarifications, presentations, and negotiations.
- Build relationships across the UK rail sector, including operators and leasing companies.
7. Continuous Improvement
- Maintain and develop a library of reusable bid content and case studies.
- Conduct post-bid reviews to improve win rates and processes.
- Contribute to bid strategy development and competitive positioning.

Essential:
- Proven experience in bid writing or tender management within rail, engineering, or infrastructure.
- Strong writing skills with the ability to simplify complex technical information.
- Experience managing multiple bids and tight deadlines.
- Excellent organisational and coordination skills.
Desirable:
- Experience in rolling stock (maintenance, overhaul, modifications, or leasing environments).
- Familiarity with UK rail clients (e.g., TOCs, ROSCOs, Network Rail).
- Understanding of rail standards, safety, and compliance frameworks.
- Knowledge of public sector procurement processes.

- Degree or equivalent experience in Engineering, Business, or a related discipline.
