Job Description:
Job Purpose:
Provide leadership and oversight for the continuation, monitoring, review and continual improvement of Quality, Health & Safety, Environmental and Compliance performance across Machynlleth and Crewe ETD depot operations, ensuring effective governance, risk management and adherence to all regulatory and company requirements. Lead and support internal and external audit Programmes, ensuring audit readiness, timely closure of findings, implementation of corrective actions and the delivery of continual improvement initiatives across all areas of responsibility. Ensure robust safety training, competency management and workforce development arrangements are established, maintained and regularly reviewed, enabling employees to carry out their duties safely, compliantly and in accordance with company standards and legislative requirements. Lead the development, implementation and review of depot emergency preparedness arrangements, ensuring emergency plans, response procedures and recovery processes remain effective, compliant and fit for purpose. Coordinate and oversee emergency exercises and drills, ensuring lessons learned are captured, corrective actions implemented and operational resilience continuously improved. Manage the Depots facilities PPM and corrective actions to ensure Depot compliance and efficiencies
Role Responsibilities/Accountabilities
Locally lead and support internal and external audit programmes (9001/45001/Green Dragon), ensuring audit readiness, effective stakeholder engagement, timely closure of findings and implementation of corrective and preventive actions.
Ensure the effective delivery, monitoring and continual improvement of site safety training, competence management and workforce development, maintaining compliance with company standards, legislative requirements and operational needs.
Plan, coordinate and evaluate emergency response exercises, safety drills ensuring resource and Depot preparedness, regulatory compliance and effective close-out of identified actions.
Provide leadership and support for Quality, Health & Safety, Environmental and Compliance management systems, ensuring key risks are identified, controlled and reviewed through appropriate governance arrangements.
Promote a culture of continuous improvement through the analysis of audit findings, incidents, close calls, operational performance data and lessons learned.
Environmental: Lead environmental compliance within depot North operations, promote sustainable working practices, reduce waste, improve resource efficiency and ensure adherence to environmental legislation and company policies.
Quality: Ensure maintenance and production activities comply with approved procedures, engineering standards and quality management requirements. Drive continuous improvement and support audit programmes, report on, and ensure (KPI) compliance to systems.
Health and Safety: Promote a zero-harm culture, undertake and maintain risk assessments, monitor safe systems of work for Visitors, contractors and employees, ensure all activities are delivered in accordance with health and safety legislation and company standards.
Compliance: Ensure compliance with Railway Group Standards, policies, engineering governance requirements, statutory obligations and internal assurance processes.

Successful completion of internal and external audits with audit actions closed within agreed timescales.
Delivery and compliance of Local mandatory safety training and competency management plans.
Emergency exercises and drills completed to programme with corrective actions implemented.

Reduction in safety incidents, close calls and repeat non-conformances.

Knowledge, Skills and Experience
Essentials
- Be capable of thinking and acting strategically.
- Relevant Engineering qualification i.e Degree/HNC/HND
- High degree of inter-personal and good communication skills
- Experience of rolling stock production, engineering or similar maintenance environment
- Ability to influence and manage stakeholder
- Ability to develop detailed project management plans
- Experience of supervisory experience and team working.
- Act and behave safely at all times
- Good IT skills with the ability to interrogate and analyse data
- Ability to write new procedures and processes that are functional and understandable.
- Requirement to work out of hours and weekends when required and travel throughout the rail services network and other locations within the UK and overseas.
- Follow all other reasonable instructions as required.
- Experience of managing depot facilities maintenance, statutory inspections and compliance regimes including LOLER and PUWER.

Contract: 6-12 Months (potentially longer)
