Employer: SME Commercial Consultancy
Engagement: Embedded with Tier 1 Contractor (Highways & Civils)
Location: Cardiff / Bridgend (Hybrid)
Working Pattern:

  • 2 days per week in Tier 1 contractor / company office
  • 1 day per week site-based
  • Remaining time supporting commission delivery, reporting and development.
    Employment Type: Permanent or Contract 

Role Overview

We are seeking a Senior Quantity Surveyor (Highways) to join an SME commercial consultancy, providing embedded commercial leadership to a Tier 1 highways contractor in South Wales.

This role requires a commercially confident professional capable of leading project delivery while also contributing to the development, governance, and growth of the consultancy.

Key Responsibilities

Client-Embedded Commercial Leadership

  • Lead the commercial management of highways and civil engineering projects under NEC3 / NEC4 ECC
  • Own cost control, forecasting, CVRs, and financial reporting
  • Manage and negotiate Compensation Events, variations, and final accounts
  • Provide commercial leadership and advice to project and senior management teams

Contract & Change Management

  • Lead Early Warning processes and risk reduction meetings
  • Manage subcontractor procurement, valuation, and commercial performance
  • Support programme and delay-related commercial assessments
  • Ensure strong commercial governance and audit-ready records

Consultancy Contribution & Growth

  • Act as a senior representative of the SME consultancy when embedded with the client
  • Support mentoring and development of junior commercial staff
  • Contribute to bids, frameworks, and fee proposals where required
  • Support continuous improvement of consultancy systems, processes, and capability

Skills & Experience

  • Degree qualified in Quantity Surveying or equivalent
  • Strong experience delivering highways or major civil engineering projects
  • Advanced working knowledge of NEC contracts and change control
  • Experience operating within Tier 1 contractor environments
  • Confident stakeholder manager with strong commercial judgement

Desirable

  • Chartered or working toward MRICS / MCInstCES / MCIOB
  • Experience supporting consultancy or multi-project environments
  • Experience on highways frameworks or alliance-style contracts
  • Relevant degree (although suitable experience adequate)
